Its significance lies in the simplified classical design of the late 1920s and for its prominent street corner position. (NPDC 1995 CBD Heritage Study).
On 11 March 1927 a permit was issued to the Salvation Army to erect this building at a cost of £4,200. The builder was Boon Bros. Ltd.
The architects were noted Wellington architecture partnership Gray, Young, Morton. The total cost of the land and building was £4,886..
This part of the building contained an office, and space for boys' and girls' Bible classes, corps and cadets.
In the mid 1980s it was converted to a late night café - the Citadel Café. In 1996 it was turned into a rugby themed pub called the "Ruck 'n' Maul". In 2007 the fashion and furniture business "Et Vous" opened in the building.
The restaurant, "The Social Kitchen", now occupies the building (2023).
