This two-storey building was built for the New Plymouth businessman James McNeill. A building permit was issued to him on 9 July 1909 for the erection of a shop and dwelling on Town Section 921 in Devon Street. The estimated cost was £1,100 and the architects were Sanderson & Griffiths.
This image taken in 1939 by Fred Butler, shows the building with its original façade. N.P.D.C. records indicate significant alterations were undertaken in 1953, and then again in 1980 and 1988.
