This two-storey timber residence was built in 1902 for the New Plymouth businessman, Mr C.T. Mills. A permit was issued on 4 April 1902 for a house to be built on town section 777, located on the east-side of upper Brougham Street. Part of the section (Town section 777) was subdivided off to provide extra space for New Plymouth's first bowling green - see image above and Taranaki Land Deed Index I13 page 292.

The estimated cost was £800, and the architect was Frank Messenger.

It was demolished about 1964 and replaced by the "Brougham Court Apartments".
