A permit for a residence on Town Section 514 for F. Hartnell, was granted by the Borough Council on 13 December 1919 - Hartnell was listed as the builder, and the estimated construction cost was £1000. The likely owner was Frank Locke Hartnell, who is listed on later electoral rolls at Barrett Street.
Captain Hartnell (1875 - 1939) served in WW I and worked as a carpenter for Boon Bros. so it seems likely either they were the contractors, or he built the house himself. Hartnell was prominent in many community organisations and was a leading New Zealand croquet player.
His daughter, Beulah, lived in the house until her death in 1989.
