"Glencairn", a two-storey residence at 328 Devon Street East (Town Section 1461) was built for Mr F. C. J. Bellringer in 1922. The plans were drawn up by the firm Messenger, Griffiths & Taylor and it was built by J. M. Thompson. A building permit was issued on 26 April 1922 with an estimated cost of £2,500.
Mr Fred Cornelius James Bellringer was one of the owners of Bellringer Bros. Ltd and was the second son of Mr. James Bellringer. He was a New Plymouth Borough Councillor for a number of years and was also a chairman of the Hospital Board. He died at his residence - presumably this house - on 6 April 1923.
His wife, Mrs Alice Thurza Bellringer continued to reside in the house until it was put up for auction in July 1953. Dr Harold Fookes (1909 - 1972) later owned the house.
