The permit that relates to the construction of 116 Carrington Street was granted by the Borough Council to bank manager Percy Charles Garnham on 1 July 1925 for the construction of a residence on Section 16 (possibly should read Section 6?) of Town Belt C, Carrington Road - Frank Amoore was the builder, and the estimated construction cost was £1650.
Based on the style of the home, noted New Plymouth architecture partnership Messenger, Griffiths & Taylor were probably the architects - although this is yet to be confirmed. The chamfered gables are a notable feature of the home - the only other New Plymouth building to display this feature so prominently is the Barrett Street Nurses Home, designed by Messenger & Griffiths in 1918.
