This four-storey concrete building was erected in 1940 for the New Plymouth Borough Council Electricity Department. It was located on Leach Street behind the existing premises of the department.
The architects were Griffiths & Syme (plans in Puke Ariki collection ARC2014-015) and the contractors were C.E. and N.C. Roebuck.
In the 1990s the building was renovated and incorporated into the design of the new civic centre for the New Plymouth District Council.
