Two separate permits for homes on Town Section 1575 were issued in 1913. The permit that most likely relates to the construction of 81 Lemon Street was granted to G. Hartnell on 24th April 1913, with an estimated construction cost of £260.

George Hartnell was a well known builder who constructed a number of villa's across New Plymouth in the period prior to WWI - 81 Lemon Street is very similar to other Hartnell designed villas, with the wide front gable a characteristic feature. 

It is part of a group of villas on Lemon Street between Eliot and Cameron Streets.
