A permit for two homes on Sections 991 and 992, Gover Street, was granted to builder Percy Jury by the New Plymouth Borough Council in October 1908. The architect was F. C. Griffiths, and the estimated cost for both houses was £800.
This villa was one of three homes constructed for P Jury on Town Sections 991 and 992 in 1908 and 1909. 58 and 60 Gover Street were probably the first two homes constructed in 1908, and 62 Gover Street was probably constructed later in 1909.
At the time of construction, the property was owned by local painter Cyril Arthur Matheson, who seems to have constructed the house as an investment, probably renting it out to carpenter George Pascoe, who purchased the property from Matheson a few years later during 1912.
