This house is one of a row of three surviving villas constructed by builder George Hartnell about 1911. There were originally four villas, although 14 Kowhai street has since been demolished.
George Hartnell was a well known New Plymouth builder who constructed a number of villas across New Plymouth (including nearby 24 Beach Street) in the years prior to WWI.
The house was purchased by farmer Samuel Thomas Burrell during early 1913. Burrell later sold the house to Arthur Cyril Ward Bellringer.
The main gable has been extended to the north, and the entire house restored to a high standard.
