Richard Cock Jnr. had a number of buildings constructed around New Plymouth in the late nineteenth and early twentieth centuries, living in the neighbouring villa 'Overdale', and owning the section on which the shop is built.
The building is single storey and constructed from reinforced concrete - similar to 127-131 Devon Street East (1925), designed by Frank Messenger.
