A permit was granted by the Borough Council to William Percy Griffith on 1 July 1927, for the construction of a house on Town Section 1658, Pendarves Street - C. L. Rawlinson was the builder, and the estimated construction cost was £1500.
The home was designed by noted New Plymouth architects Messenger, Griffiths and Taylor, who called for tenders for the construction of a "story and a half residence in Pendarves Street, New Plymouth" in June 1927.
