This single-storey shop constructed from reinforced concrete was designed for Mr E. Fair by well-known New Plymouth architecture firm Messenger, Griffiths and Taylor in 1925.
A permit was granted by the Borough Council to E. Fair on 23 September 1925 for the construction of a three shops on Town Section 902, Devon Street - A. O. Brown was the builder, and the estimated construction cost was £2050.
The facade is in a similar style to the smaller reinforced concrete shop in Vogeltown, designed by Messenger around the same time.
