A permit was granted to Francis Moore on 9 September 1924 for the construction of a house on Subdivision 10 of Section P, Gover Street - C. D. Arnold was the builder, and the estimated construction cost was £1400.
The home was designed by noted New Plymouth architects Messenger, Griffiths and Taylor, who called for tenders for the construction of a "story and a half residence in Gover Street for Mr F. Moore" in June 1924.
