This gateway to Western Park & Churchill Heights is likely to be a memorial to James Paul a prominent local businessman and founder of the Taranaki Brewery, who was the Mayor of New Plymouth from 1884-86. He also established, in 1885, the first lawn bowling club in New Plymouth with greens in upper Brougham St. He was born in Scotland in 1842 and died in New Plymouth in 1906.
The gate, erected in 1932, was funded by a bequest of a Alice Paul. James Paul's wife, Alice, died on 3 September 1931 and this donation could have been a tribute in recognition of James' contribution to bowls in New Plymouth.
The gates are similar to those on the Morley Street entrance designed and built by Frank Hartnell.
