This two-storey building in Regent Street was erected in 1903 for Herbert Halliwell, a lawyer. The Hāwera Town Centre Heritage Inventory notes its distinction of having a continuous association with the legal profession since its construction.
The inventory has identified the following legal practices as having been based there: Halliwell Spratt Thomson Horner (1919), Horner & North (1928), Horner, Burns & North (1935) and later Horner & Burns (undated). At the time of writing the entry (1997) it was reported that the name Halliwell had been connected again with the building for the "last 15 or so years". The legal firm working from the building in 2023 is known simply as Halliwells.
The writers of the heritage inventory had not been able to identify the architect or builders. A tender advertisement published in the Hawera & Normanby Star on 5 March 1903 indicates that Hāwera architect Charles Clarson designed the building.
On 6 April 2023, the Taranaki Daily News reported that after 43 years in charge of the legal firm, Ken Horner (who has a family connection with the firm going back to 1903) was retiring and had sold the firm to Aaron Foley.
